‘Ualapu‘e Kuleana Homestead Project
Project Summary:
In February 2020, the Hawaiian Homes Commission approved the update to the Moloka‘i Regional Plan. The Regional Plan underwent an extensive Beneficiary Consultation process, over a 15-month period. The ‘Ualapu‘e Kuleana Homestead Project is a beneficiary-driven project and is one of the five priority projects identified in the Regional Plan. In collaboration with the Ahonui Homestead Association, a beneficiary-based organization, the Department of Hawaiian Home Lands (DHHL) proposes to plan and develop a Kuleana Subsistence Agriculture Homestead in ‘Ualapu‘e, east Moloka‘i.
DHHL is initiating Phase 1 — Planning Process, which includes an Environmental Assessment, as required by Hawaii Revised Statutes (HRS) Chapter 343; and a Kuleana Homestead Settlement Plan (KHSP), as required by Hawaii Administrative Rules (HAR) 10-3-30. The number of lots and size of lots will be determined after the Planning Phase is complete. The estimated time of completion for the Planning Phase (only) is summer 2023. Subject to change.
The “Kuleana Homestead Program” is an existing program, per HAR 10-3-30. It is an alternate to a traditional DHHL homestead, whereby, beneficiaries are given the opportunity to lease un-improved, off-grid homestead lots. One of the advantages of a Kuleana Homestead is to reduce the timeline to settle beneficiaries on the land, as compared to a traditional DHHL homestead development project. The Kuleana Homestead Lease Program places responsibility for the development of infrastructure in the hands of beneficiaries in return for availability and early access to un-improved land. Per HAR 10-3-30, at minimum, DHHL to provide the metes and bounds description of the lots and an unpaved right-of-way to the lots.
