1 Notification and Information
BID OFFERS for IFB No.: IFB-23-HHL-008, SEWERAGE SPILL RESPONSE ON OAHU, Island of Oahu, Hawaii, shall be electronically submitted via HIePRO no later than 2:00 p.m., Hawaii Standard Time (H.S.T.) on Friday, February 17, 2023. The Bid Offer Form must be submitted, as an attachment, when submitting the offer via HIePRO. Failure to submit the Bid Offer Form shall be grounds for rejection of the Bid Offer. Bids received after the time fixed for opening or submitted anywhere other than as specified above will not be considered.
The Contractor shall provide all supervision, labor, materials, equipment, and any other items necessary to respond to sewerage spills involving a Field Response Team (FRT) on existing and future residential homesteads on the Island of Oahu. Responses must occur 24 hours a day to diagnose, contain, and clean up the issue in accordance with State Department of Health Protocol Standards.
To be eligible to submit a bid, the Bidder and/or his subcontractors shall possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project.
This project is subject to Section 103-55, Hawaii Revised Statutes (HRS), and to the payment of not less than the wages paid to public officers and employees for similar work.

It is the responsibility of Interested Bidders to check the HIePRO website for any addenda issued by DHHL.
There will be no pre-bid conference for this project.
A written NOTICE OF INTENTION TO BID is required and shall be received by the DHHL, Land Development Division, at 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, no later than 2:00 pm, H.S.T, on Tuesday, February 7, 2023. Submittal of a NOTICE OF INTENTION TO BID via facsimile at (808) 620-9299, or e-mail to [email protected] is acceptable.
A properly executed and notarized STANDARD QUALIFICATION QUESTIONNAIRE FOR OFFERORS, SPO Form-21 (“Questionnaire”) is required and shall be submitted to the DHHL Land Development Division, at 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 no later than 4:30pm, H.S.T, Tuesday, February 7, 2023. Completed Questionnaires must be submitted as an original hard copy with wet signatures. Questionnaires that are submitted via facsimile or E-mail will not be accepted. DHHL reserves the right to amend the IFB by written addenda, reject any and all bids, or waive any defects in said bids where DHHL deems it is in the best interest of the State.
CAMPAIGN CONTRIBUTIONS BY STATE AND COUNTY CONTRACTORS PROHIBITED. If awarded a contract in response to this solicitation, offeror agrees to comply with HRS §11 -355, which states that campaign contributions are prohibited from a State and county government contractor during the term of the contract if the contractor is paid with funds appropriated by the legislative body between the execution of the contract through the completion of the contract.
Questions regarding this project shall be posted on HIePRO by 2:00 pm, H.S.T, Friday, February 3, 2023. Responses to questions shall be posted on HIePRO by 4:00 pm, H.S.T, Monday, February 6, 2023.
