After seeking beneficiary manaʻo on the Kalaupapa National Historical Park Draft General Management Plan and Environmental Impact Statement (EIS) circulated by the National Park Service (NPS), the Department of Hawaiian Home Lands (DHHL) sent the following letter to the NPS:
