Background: The Department of Hawaiian Home Lands (DHHL) is planning the design of approximately 52 acres of agricultural land in Waimānalo, Oʻahu.  The purpose of the project is to create residential and/or subsistence agriculture homestead lots for DHHL’s waitlist beneficiaries.
