J-Agenda Versus Public Testimony on Agendized Items

Public Testimony on Agendized Items

  • No registration is needed. See below for more information.
  • Must be an agendized item.
  • Testimony may be limited to three minutes. Testimony can be given at the start of the meeting, or when the item is called by the Chairperson.

Use the form below to request to address the Hawaiian Homes Commission at its regular monthly meeting.*

In order to ensure an orderly and efficient meeting, J-Agenda requests are due two weeks before the Commission meeting.  Due dates for the J-Agenda are listed below.  Oral or virtual J-Agenda testimony is limited to 10 minutes.  When a timely request is received, a confirmation letter/email will be sent confirming receipt.  A follow-up email containing the filed agenda and instructions for joining the Commission’s virtual meeting will be sent six-days before the scheduled meeting.

If submitting written testimony, please remember meeting materials are public record.  Do not include sensitive documents containing personal information.

Pursuant to HAR §10‑2‑12, J Agenda requests must be submitted no later than two weeks prior to the meeting.

To Provide Testimony on Agendized Items

Attend live at the meeting location listed on the agenda. You can either testify at the start of the meeting or wait until the item is called. Please fill out a Public Testimony sheet so we can add you to the list.

Testifiers can offer testimony at the start of the meeting under the Public Testimony on Agendized Items section, or during the meeting when the item is called. You will need a computer with internet access, a video camera, and a microphone to participate. Pursuant to section 92-3, Hawai’i Revised Statutes, and section 10-2-11(c), Hawai’i Administrative Rules, the Chairman has the authority to impose reasonable conditions to ensure an orderly and efficient meeting. Testimony may be limited to three (3) minutes per person. A person who willfully disrupts a meeting to prevent and compromise its conduct may be removed. 

Join the meeting via the Zoom link by the start of the meeting. Change your profile name to include the item you wish to testify on. Mute your microphone, and turn your camera off until your name is called. Click on the “Chat” bubble to see the order in which testimonies will be taken. 

Watch the live stream to follow the progress of the agenda. Note: Agenda items are sometimes deferred or rearranged, which affects the order and timing of the agenda. Join the meeting via the Zoom link as the item gets nearer. Change your profile name to include the item you wish to testify on. Mute your microphone, and turn your camera off until your name is called. Click on the “Chat” bubble to see the order in which testimonies will be taken.

Interested persons can submit written testimony in advance of each meeting that will be distributed to Commission Members prior to the meeting. Submit written testimony via e-mail to [email protected] or via postal mail to the Commission Testimony, P.O. Box 1879, Honolulu, HI, 96815. We request that written testimony be submitted no later than 24 hours prior to the scheduled meeting to ensure time for Commissioner review. Late written testimony will be retained as part of the record and distributed to Commission Members as soon as practicable, but we cannot ensure they will receive it with sufficient time for review prior to decision-making on the agenda item in question.
