Ka Pa‘akai Framework Analysis project for water source development in Kona, Hawai‘i

 

The Department of Hawaiian Home Lands (DHHL) invites stakeholders to participate in the Ka Pa‘akai Framework Analysis project for water source development in Kona, Hawai‘i. We are seeking lineal and/or cultural descendants, native practitioners, kama‘āina informants, and interested parties and organizations to help guide DHHL as we seek additional water sources for our homesteads in Kona.

In order for DHHL to continue to create homestead communities for our beneficiaries, specifically in the Villages of La‘i ‘Ōpua in Kealakehe, Kona, Hawai‘i, the Department must find additional water sources to ensure adequate water supply for the County of Hawai‘i water system that provides potable water to DHHL’s lands in Kona. Water is a valuable resource and also a critical component in the process of building homesteads for our DHHL beneficiaries on the waitlist. This Ka Pa‘akai Framework Analysis project will seek to gather input from knowledgeable community members and organizations to ensure that potential adverse impacts to native rights, traditional and customary practices, and the health of the ‘āina & its natural resources are properly mitigated in compliance with Article XII, Section 7 of the Hawai‘i State Constitution.

To ensure that these critical impacts are fully understood, DHHL humbly asks that those with knowledge of native rights and traditional and customary practices in ahupua‘a from Kāloko to Keauhou, as well as adjacent ahupua‘a, please consider participating in our Ka Pa‘akai Framework Analysis project as it continues over the coming months.
