Native Hawaiian Development Program Plan (NHDPP)

Background

In 2025, the Department of Hawaiian Home Lands (DHHL) began a year-long effort to update the Native Hawaiian Development Program Plan (NHDPP).

The NHDPP is a comprehensive strategy established by the DHHL under the authority of the Hawaiian Homes Commission Act (HHCA), Public Law 67-34 (1921).

The Program Plan is designed to support the rehabilitation of Native Hawaiians through programs that foster economic self-sufficiency, education, culture, health, and community well-being. It outlines DHHL’s approach to utilizing the Native Hawaiian Rehabilitation Fund to achieve these goals and is updated periodically to reflect beneficiary priorities and community needs.

Hawai’i Administrative Rules (HAR) §10-6.1 establish the administrative framework for developing, implementing, and updating the NHDPP.

Native Hawaiian Rehabilitation Fund (NHRF)

Under HHCA §213, the Native Hawaiian Rehabilitation Fund (NHRF) is financed through revenue from leasing DHHL lands, interest earned on these funds, and other authorized sources. The NHRF supports rehabilitation efforts, including educational grants, scholarships, business development loans, community programs, and cultural preservation projects.
