How to Request a Lease Transfer
Use this guide to submit a Lease Transfer request through the DHHL Beneficiary Portal. A lease transfer allows you to transfer your Hawaiian Home Lands homestead lease to an eligible recipient. All transfer requests are subject to review and approval by the Hawaiian Homes Commission.
Submitting this request does not constitute approval. Your transfer request will not be final until approved by the Hawaiian Homes Commission. You are responsible for submitting all necessary documents for clearing of the transferee’s native Hawaiian blood quantum.
Step-by-Step Instructions

Log In and Navigate to My Leases
From the Beneficiary Portal home page, click the MY LEASES tile.

Select Your Lease
Your active leases will appear in the My Leases list. Click on your Lease Name (shown in blue) to open the lease detail page.

Click “Request Transfer”
On the lease detail page, you will see action buttons in the upper right. Click Request Transfer to open the transfer form.
You will also see options to Request to Designate Successor(s) and Report a Death on this page. Make sure to select the correct action.

Select the Type of Transaction
The Request a Transfer form will open as a modal window. Your lease information will be displayed at the top for reference. Under Type of Transaction, select one of the following:
- 100% Interest — transfer the full lease
- Partial Interest — transfer a portion of the lease
- Subdivide and Transfer Portion — subdivide the lot and transfer a portion

Indicate Whether the Lease Is Being Sold
After selecting the transaction type, a Lease being sold? field will appear. Select Yes or No from the dropdown.
If you select Yes:
An If Yes, Sale Price field will appear. Enter the agreed-upon sale price for the lease. You will also be required to attach a copy of the DROA (Deposit Receipt, Offer and Acceptance) or Sales Contract, and provide the name of the Escrow Company using the file upload button. Note that the Lessee/Transferor is liable for informing the United States Internal Revenue Service of the sale.
If you select No:
No additional sale-related fields will appear. Continue filling in the remaining transfer details.

Complete the Transfer Details
Fill in the remaining required fields on the form:
Required fields:
- Mortgage/Loan Balance — enter the current outstanding balance
- Name of Lender — enter your lender’s name
- Description of Improvements — describe any improvements made to the property
- PV (Solar) Non-Exclusive License — select Yes if a solar license is attached to the lease, or No if not
- Other Debts Attached to Lease — list any other debts if applicable
- Reason for transfer — briefly explain the reason for the transfer

Review the Agreement and Click Next
Scroll down to review the transfer agreement at the bottom of the form. By proceeding, you agree that:
- You request to transfer the above lease for the remaining term of the lease.
- You take responsibility for submitting all necessary documents for clearing of the transferee’s native Hawaiian blood quantum.
- The request will not be final until approved by the Hawaiian Homes Commission.
- The above statements are true and correct to the best of your knowledge.
When ready, click Next to continue.

Enter the Transferee’s Information
On the next screen, enter the information for the person receiving the lease transfer:
Transferee fields:
- First Name (required)
- Middle Name (optional)
- Last Name (required)
- Suffix (optional)
- Phone
- Are they a current Applicant or Lessee? — select Applicant or Lessee
- Lease Number — if they are a current Lessee
To add more than one transferee, click + Add. When finished, click Next.

Review Confirmation and Click Finish
After submitting the transferee information, a confirmation screen will appear with the message:
“Thank you for completing the Lease Transfer request form. A DHHL employee will be in touch regarding further steps.”Click Finish to close the form. A DHHL representative will contact you with next steps.
What Happens Next
After submitting your request, a DHHL employee will contact you regarding further steps. Your transfer request is subject to review and must receive final approval from the Hawaiian Homes Commission before it takes effect. Be prepared to provide supporting documentation as requested.
