Notice of Public Hearings for Rulemaking
Posted on Sep 10, 2014 in MeetingsThe Department of Hawaiian Home Lands (DHHL) will hold statewide public hearings for Hawaii Administrative Rule (HAR) amendments. The proposed amendments to Title 10, Hawaii Administrative Rules, Department of Hawaiian Home Lands, include the adoption of a new section, “10-4-3, General lease; extension of term.” This new section proposes to implement Section 228 of the Hawaiian Homes Commission Act, which authorizes the department to extend the term of a general lease of Hawaiian home lands for commercial or multipurpose projects for the purpose of allowing a general lessee to make improvements to the leased property, or to obtain financing for the improvement of the leased lands.

The DHHL is proposing a new rule to implement Section 228 of the Hawaiian Homes Commission Act, which authorizes the extension of the term of certain general leases to a maximum term of up to 85 years. Beneficiary consultation on this policy was completed in August 2013.
The proposed amendment language is below:
Hard copies of the proposed rule amendments are available for review from September 10 through November 8 between the hours of 8:00 a.m. and 4:00 p.m. at the DHHL Main Office and at any DHHL District Office. A copy of the proposed rule amendments will be mailed to any person who requests a copy in writing. The request must state the person’s name and mailing address, and be delivered to the DHHL Main Office, P.O. Box 1879, Honolulu, HI 96805.
