Land Request Application Beneficiary Consultation

DHHL beneficiaries are invited to attend a beneficiary consultation regarding the Genesis O’ahu waste-to-fuels project and its proposed plant on DHHL industrial-zoned land adjacent to the western edge of the runway at Kalaeloa airport.

TRIGGER FOR BENEFICIARY CONSULTATION

This action requires a long-term land disposition for DHHL land use at TMK (1) 9-1-013:117, which requires beneficiary consultation and Hawaiian Homes Commission (HHC) approval of both the beneficiary consultation report and the proposed land disposition. The scheduled beneficiary consultation will produce a report that will be brought to the HHC prior to their decision-making on this land use request for non-homesteading purposes. The beneficiary consultation report is tentatively scheduled to come before the HHC for decision-making at the regular HHC meeting scheduled for September 20-21, 2026 in Lahaina, Maui.

LAND USE REQUEST

This land use request is for a long-term land disposition of Hawaiian Home Lands for non-homesteading use. The total area for the land disposition approximately 51.51 acres. The project would include construction activities and operations of a biorefinery that would have the capacity to turn an estimated 1000 tons per day of waste into more than 20 million gallons a year of renewable diesel fuel.
