Hilo Renewable Energy Land Use Request

Request from Hawaiʻi Land and Power, LLC on Renewable Energy Project in Waiākea, Hilo, Hawai‘i, TMK (3) 2-1-025:086

The Department of Hawaiian Home Lands (DHHL) received a land use request for the “Alahao Renewable Energy Project,” a proposed initiative located in Waiākea, Hilo, Hawai‘i that aims to enhance energy reliability and sustainability. This project will utilize biofuels sourced from Pacific Biodiesel’s Kea‘au Refinery, providing firm and dispatchable power to the Hawaiian Electric Company (HECO) grid. The conceptual design includes one or two combustion turbines, each with a capacity of 30 MW, complemented by on-site fuel storage facilities capable of sustaining operations for up to 14 days. Additionally, a Battery Energy Storage System (BESS) will be integrated on-site to optimize energy management, along with necessary high-voltage interconnection and maintenance facilities

The Alahao Renewable Energy Project proposes significant advantages for DHHL beneficiaries. Alongside lease rent comparable to other renewable energy projects on Hawai‘i Island, it will also provide community benefit payments. These funds will support existing DHHL programs, including job training, internships, scholarships, and vital infrastructure improvements.
