This notice is to inform the members of the relevant DHHL Hawaiian Homestead Associations and the larger Hawaiian Homestead Communities of upcoming site visits by architectural surveyors to Nānākuli, Waimānalo, and Papakōlea on October 15-17, 2024. The activities to be undertaken by the architectural surveyors may include such work as documenting homes in the three Hawaiian Homelands Communities through photographs, notes, geographic data collection, and speaking with members of the community to gather information about places in the community to assess their potential for historical significance. Although the surveyors will not require access to residential lots or yards, they may need to access driveways or flag lots in order to collect photographic documentation of homes for the survey records.

DHHL NAHASDA PA

The purpose of the visits described here is to gather information about the architecture, history, cultural context, and any other information that may be pertinent to identifying and assessing potentially significant historic resources of each of the three aforementioned communities. These visits are part of the ongoing work toward compliance with Section 106 of the National Historic Preservation Act (NHPA), and as implementation of the DHHL NAHASDA Programmatic Agreement (PA) that was signed into effect by DHHL, the State Historic Preservation Officer (SHPO), and the Advisory Council on Historic Preservation (ACHP) along with the concurring parties Historic Hawaii Foundation (HHF) and the Office of Hawaiian Affairs (OHA) earlier this year. The DHHL NAHASDA PA was developed by the signatories and concurring parties in an effort to enable a more efficient and effective process for accessing federal HUD NAHASDA funds to rehabilitate existing homes in Hawaiian Homestead Communities throughout the state.

Any members of the community with questions about the upcoming visits can contact the DHHL NAHASDA PA project coordinator, Kuʻupuamaeole Kiyuna, by email via the project consultant PBR HAWAII & Associates, Inc. at [email protected].
