Subject:       DHHL East Hawaii Cesspool and Septic Tank Assessments Survey Notification and Questionnaire

Governor David Ige signed Act 125 into law in 2017, requiring the upgrade, conversion, or sewer connection of all cesspools in the State before January 1, 2050. It is estimated there are approximately 88,000 cesspools statewide.

The Department of Hawaiian Home Lands (DHHL) is conducting an assessment of active and inactive cesspools and septic tanks throughout the state.

The data collected from this survey is expected to provide accurate infonnation for officials to determine appropriate funding mechanisms to assist families in complying with Act 125.

Hawaii Engineering Group (HEG) will be in our community conducting both field surveys and aerial (drone) surveys to collect data on cesspools/septic tanks and land topography. The aerial survey will involve drones flying approximately 200 feet above each lot on Hawaiian Home Lands. Additionally, HEG staff will be conducting door-to-door visits to gather related information.

The survey work is scheduled to take place between 7:30 a.m. and 5:00 p.m. The dates provided below are tentative for planning purposes and are subject to change due to unforeseen circumstances.

Waiakea – August 2024, thru September 2024

Maku’u – September 2024, thru October 2024

Kamaoa-Pu’u’eo  September 2024, thru October 2024
