ABOUT DHHL GRANTS
As part of the Native Hawaiian Development Program Plan, the Department of Hawaiian Home Lands (DHHL) makes available annual grant funding to nonprofit organizations that demonstrate a purpose to benefit native Hawaiians. DHHL has offered grants in several program areas over the years as a means of implementing the community development component of the rehabilitation fund. Grant offerings reflect the department’s priorities and community interests.

PROPOSAL WRITING 101

“How to Write a Proposal: An Interactive Workshop for Nonprofits Serving Homestead Communities and Individual HHCA Beneficiaries – A Two-Day Training”
This two-day workshop is designed for board members, staffers, and volunteers who are responsible for writing proposals for their organization. This workshop covers the proposal development process from concept to proposal completion for both public and private funders.
Participants are encouraged, but not required, to attend both days.

Organizational capacity is key to proposal competitiveness and success. To assist in writing strong proposals, participants will use the “Five Life Stages of Nonprofit Organizations” (by Amherst H. Wilder Foundation) to assess capacity and grant readiness of their organization. The session will also review the program development process, understand what any funder looks for in organizational capacity statements, and work on organizational and project descriptions, which may be used for any funder.

- Class: 9 a.m. – 1 p.m.
Day two will focus on the major components of a proposal and how to address them. Participants will practice writing goals and objectives, project timelines, sustainability statements, budgets, and budget narratives, which may be used for any funder.
“Proposal Writing Basics 101 for Nonprofits Serving Homestead Communities and Individual HHCA Beneficiaries: A Virtual Two-Hour Presentation”
When: Saturday, October 25, 2025
Time: 10 a.m. – 12 p.m.
Note: “HHCA Beneficiaries” means native Hawaiian beneficiaries as defined in the
Hawaiian Homes Commission Act, 1920, as amended.
This session will include:
- The general differences between government and private funding sources;
- The major components of a proposal and;
- Examples of information necessary to complete each component. This session is formatted for a virtual presentation and will be recorded for future viewing.
