Sealed Bids for IFB-13-HHL-002 for the construction of Makuu Offsite Water System Phase 2: Production Well, Reservoir and Supporting Facilities at Halona, Puna, Island of Hawaii, Hawaii (TMK: (3) 1-5-08: 1 and 3; and TMK (3) 1-5-08: 8) will be received by the Department of Hawaiian Home Lands (DHHL), Land Development Division at the 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 until 2:00 p.m., Hawaii Standard Time, August 27, 2012 and then at said office publicly opened and read aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein, will not be considered.
The project covered by this solicitation consists of the conversion of an existing exploratory well to a production well with a 1000 gpm deep well pump; 1.0 million gallon concrete reservoir; construction of an asphalt-paved access road; construction of a 12-inch diameter water main; installation of a new booster pump system at the Keonepoko Nui Reservoir site; testing and chlorination of existing dry water mains within the Makuu Farm and Agricultural Lots Subdivision and the state highway; construction of supporting facilities, including a control building, installation of a chlorinator, valves, electrical systems, fencing and other improvements as necessary.
Funding for this project will come from two sources, the State ofHawaii, Department of Hawaiian Home Lands and the Federal USDA (administered via Na Kupaa o Kuhio). The winning bidder shall be required to enter into two separate contracts for the Project: (1) a contract with the State ofHawaii, Department of Hawaiian Home Lands covering eighteen percent (18%) of the Work; and (2) a contract with Na Kupaa o Kuhio covering eighty-two percent (82%) of the cost of the Work. The contract amounts shall be the Total Sum Bid prorated on the ratio 18% for DHHL and 82% for Na Kupaa o Kuhio. Future contract adjustments by change order or field order shall be prorated on the same ratio. The contracts shall be in forms substantially similar to those included in the Bid Documents, subject to any additional State and Federal requirements that may apply.

A MANDATORY PRE-BID INFORMATIONAL MEETING will be held on August 7, 2012, at 9:00 a.m., at the DHHL, East Hawaii District Office, at160 Baker Avenue,Hilo,Hawaii,96720, to answer any questions regarding the IFB requirements. Failure to attend the mandatory pre-bid meeting will result in a disqualification of your bid. Subcontractors, suppliers, and union representatives are invited, but not required to attend. Persons needing special accommodations due to a disability may contact Mr. Patrick Young, Land Development Division, via facsimile at (808) 620-9299.
A non-mandatory Pre-bid site visit is scheduled for August 7, 2012, at 10:30 a.m. at the Makuu Well Entrance Gate. The gate is located at the mauka end ofKauakahi Place, where the pavement ends. The site of the proposed Makuu 844’ 1.0 M.G. Reservoir and well site is at the end of a rough-graded access road extending about 1 mile southwest of the end ofKauakahi Place. Bidders will need to provide their own vehicle. A 4-wheel drive vehicle is recommended. Attendance of the site visit is not a condition for submitting a bid, but strongly recommended.
The site of the proposed booster pumps is located at the existing Department of Water Supply (DWS) Keonepoko Nui Well and Reservoir Site, off ofKeaau-Pahoa Road. A non-mandatory Pre-bid site visit to the DWS site shall be conducted immediately following the visit to the proposed Makuu 844’ Reservoir site.
Written NOTICE OF INTENT TO BID is required and must be received by the DHHL, Land Development Division, no later than ten (10) days prior to the date/time advertised for opening of bids. Submittal of Notice of Intent to Bid by facsimile at (808) 620-9299 is acceptable.
To be eligible to submit a bid, the Bidder and/or his subcontractors must possess all required valid State ofHawaiilicenses and specialty licenses needed to perform the work for this project. A surety bid bond will be required for this IFB.
This project is subject to Section 103D, Hawaii Revised Statutes, to the requirements for Equal Employment Opportunity, and to the payment of not less than the prevailing salaries and wages promulgated by the State ofHawaii, Department of Labor and Industrial Relations.
A properly executed and notarized STANDARD QUALIFICATION QUESTIONNAIRE FOR OFFERORS SPO-21 form (“Questionnaire”), must be submitted to the DHHL for evaluation no later than ten (10) working days prior to the date advertised for the opening of bids. The Questionnaire can be downloaded at the State Procurement Office website: www.spo.hawaii.gov, under Forms for Vendors/Contractors.
This solicitation is subject to Section 103D-1002, Hawaii Revised Statutes (HRS), as amended by Act 175 (Session Laws of Hawaii (SLH) 2009), regarding preference forHawaiiproducts. For products not currently on theHawaiiproducts list, the manufacturers and producers must complete and submit form SPO-38 to DHHL. The form must be received by DHHL no later than 2:00 p.m., August 6, 2012. Submittal by facsimile (808 620-9299) is acceptable.
Bids must comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
