DHHL WEBSITE IDENTIFIED IN POTENTIAL PHISHING CAMPAIGN TARGETING HAWAII STATE GOVERNMENT SITES

FOR IMMEDIATE RELEASE

December 30, 2025

HONOLULU — The Department of Hawaiian Home Lands (DHHL) has received reports of a possible phishing scam impersonating its official government website.

According to the Office of Enterprise Technology Services (ETS), ETS’ cybersecurity team identified at least a dozen official Hawai‘i state government websites on Tuesday that may be involved in potential phishing campaigns. These campaigns utilize the domain codify.inc to impersonate the government sites.

Federal agencies have also been targeted by this company.

ETS advises individuals browsing Hawai‘i state government websites to stay alert as these sites may appear legitimate and often use “AI-native services” as a lure to encourage users to enter their personal information.

Websites currently known to be posing as the official portal for Hawai‘i state departments include:

Abuse reports have been filed, and requests to take down the sites have been made by the ETS cybersecurity team to AWS and GoDaddy.

ETS recommends the following tips to protect users from suspicious websites:

  • Check the URL: Official State of Hawai‘i websites will always end in .gov. If the address ends in .inc, .co, or any other extension, it is not an official government portal.
  • Verify the source: Do not click on links provided in unsolicited emails or text messages. Even if it ends with .gov, type official addresses manually and directly into your browser.
  • Report suspicious activity: If you encounter a site you believe is fraudulent and masquerading as a site for a Hawaii Department, please report it to [email protected].

Further questions and concerns should be directed to [email protected].
