NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES

In accordance with §103D-304, HRS, the State of Hawaii, Department of Hawaiian Home Lands (DHHL) is seeking qualified engineering firms to provide Engineering Services for the Anahola Farm Lots Water System, Public Water System No. 432  in Anahola, Island of Kauai – Job PS-14-LDD-014.

General Scope of Services

The DHHL is seeking professional design engineering services for two phases of improvements to the Anahola Farm Lots Water System, Public Water System No. 432, as follows:

Phase I – Prepare plans and specifications to rehabilitate the 0.5 MG steel storage tank located at the approximate elevation of 353 feet.  The storage tank shows signs of severe rust, blistering and algae/fungal growth on the tank exterior; the tank must be repaired to ensure structural integrity. The selected engineering firm shall also provide alternatives to continue water service while the tank is under repair.  A concrete lined swale upslope of a concrete retaining wall is also required to be investigated. Plans and specifications shall be prepared to correct deficiencies to the concrete swale to prevent structural failure.  Other improvements for security such as fencing and securing of valves and standpipe connections will also be required.

Phase II  – Review prior studies that have assessed options for new improvements to the water system.  Prepare plans and specifications for improvements to the water system, including but not limited to, construction of an entirely new tank and transmission system at a higher elevation to improve water pressure and provide redundancy.

The scope of work will also include identification, preparation and filing of any permits that may be required, preparation of any required federal and/or state environmental assessment documents, and services during bidding.

Response to this Notice

A.        Individuals or firms on DHHL’s FY14 qualified DPW 120 list are invited to submit a letter of their interest and current qualifications for the project.  Please submit four copies of no more than five pages (single-sided).  Only those individuals who submit their expression of interest and current qualifications to the public notice will be considered for this project.  The letter should include the following:

  1. Experience and professional qualifications relevant to this project, including the identification of the key personnel that will be assigned to this project;
  2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies; and
  3. Capacity to accomplish the work in the required time

B.         Individuals or firms who are not on the DHHL’s FY14 qualified DPW 120 list and wish to be considered in the selection for this project must submit four copies of the following by the deadline below:

1. A summary of no more than five pages (single-sided) of their interest and qualifications     for the project which should include the following:

  1. Experience and professional qualifications relevant to this project, including the identification of the key personnel that will be assigned to this project;
  2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies; and
  3. Capacity to accomplish the work in the required time.

Evaluation

DHHL will use the following evaluation criteria to evaluate firms who submitted the required information by the deadline above:

  1. Experience and professional qualifications relevant to the project – 35%;
  2. Past performance on projects of similar scope for public agencies or private industry, including corrective actions and other responses to notices of deficiencies – 33%; and
  3. Capacity to accomplish the work in the required time – 32%.
