SEALED BIDS for IFB No.: IFB-12-HHL-004, East Kapolei II Development, Road E Extension, Honouliuli, Ewa, City and County of Honolulu IFB-12-HHL-004, East Kapolei II Development, Road E Extension, Honouliuli, Ewa, City and County of Honolulu, State of Hawaii, will be received by the Department of Hawaiian Home Lands (DHHL), at Hale Kalanianaole, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, until 2:00 p.m., Hawaii Standard Time (H.S.T.) June 13, 2012, at which time all bids will be publicly opened and read aloud. Bids received after the time fixed for opening or delivered anywhere other than as specified above will not be considered.

The project consists of constructing approximately 2,300 lineal feet of the 70-foot wide Road E Extension, and approximately 650 lineal feet of the 78-foot wide Road A within the DHHL East Kapolei II Master Planned Community, including installation of concrete sidewalks, curbs and gutters, asphaltic concrete pavement structure, sewer system, drainage system, potable and nonpotable water systems, underground electric, telephone, and CATV systems, and street tree planting. The project covered by this solicitation consists of two portions: (1) DHHL Work, consisting of items 1 through 167 of the Bid Offer Form; and (2) Sandwich Isle Communications (“SIC”) Work, consisting of items 168 through 173 of the Bid Offer Form.

It is in the best interests of the State for one contractor to be responsible for construction on the Project. Therefore, a single bidder shall be selected to perform both portions of work identified in the plans and specifications. The winning responsive and responsible bidder shall have the lowest, combined bid for both portions of work.

The winning bidder shall be required to enter into two separate contracts for the Project: (1) a contract with the State of Hawaii, Department of Hawaiian Home Lands covering the DHHL Work; and (2) a contract with Sandwich Isle Communications for the SIC Work. The contract amounts shall be as set forth in the bids for those respective portions of work. The contracts shall be in forms substantially similar to those included in the Bid Documents, subject to any additional State and Federal requirements that may apply.

To be eligible to submit a bid, the Bidder and/or his subcontractors shall possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project.

A surety bid bond will be required for this IFB.

This project is subject to Section 103D, Hawaii Revised Statutes, and to the payment of not less than the prevailing salaries and wages promulgated by the State of Hawaii, Department of Labor and Industrial Relations.

There is no fee assessment to download the IFB documents from the DHHL Web site. It is the responsibility of Interested Bidders to check the DHHL Web site for any addenda issued by DHHL.

All prospective bidders/offerors are required to attend a pre-bid conference to be held on Tuesday, May 22, 2012 at 9:00 a.m. at Hale Kalanianaole, 91-5420 Kapolei Parkway, Kapolei, Hawaii. Failure to attend the mandatory pre-bid conference will result in a disqualification of your bid. Subcontractors, suppliers, and union representatives are invited, but not required to attend. The conference is to provide bidders/offerors with an opportunity to ask questions about the contractual requirements and technical aspects of the project. A site visit of the project site will follow the pre-bid conference. Attendance of the site visit is not a condition for submitting a bid, but strongly recommended. Persons needing special accommodations due to a disability may submit such requests to Darrell Ing, Project Manager, Land Development Division, via facsimile at (808) 620-9299.

A written NOTICE OF INTENTION TO BID is required and shall be received by the DHHL, Land Development Division, at 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, no later than June 1, 2012. Submittal of a NOTICE OF INTENTION TO BID via facsimile at (808) 620-9299 is acceptable.

A properly executed and notarized STANDARD QUALIFICATION QUESTIONNAIRE FOR OFFERORS, SPO Form-21 (“Questionnaire”) is required and shall be submitted to the DHHL for evaluation no later than two working days prior to the day designated for opening bids. The questionnaire can be downloaded at the State Procurement Office website: https://hawaii.gov/forms/state-procurement-office/form21.pdf/view.

Bids shall comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all bids, or to waive any defects in said bids where DHHL deems it is in the best interest of the State.
