<p>Another brand new home has been designed and constructed by <a href="http://hawaii.hawaii.edu/">Hawaiʻi Community College</a> students in Hilo, Hawaiʻi.</p>
<p>This is the 46th home built by the college since the school launched its <a href="http://hawaii.hawaii.edu/modelhome/">Model Home Program</a> in 1965. The best part of the program, according to students and organizers: the annual ceremony where the house keys are officially turned over to the new homeowner.</p>
<p>“Oh it felt great,” said Fred Palea, the lucky Hawaiian Home Lands lessee right after he walked into his new home for the first time. “I am really ecstatic and excited about this house and it feels warm, welcoming, and I think our family is really going to enjoy this house.”</p>
<p>The three-bedroom, two-bath, 1,800-square-foot home includes a carport, solar water heating, a photovoltaic system, landscaping with native plants and an aquaponics garden.</p>

<p>May 8, 2013</p>
<p>The Star-Advertiser’s three day series highlights a critical challenge facing this Administration: how to effectively manage DHHL’s land resources with severely limited resources until the lands can be homesteaded.</p>
<p><a href="http://dhhl.hawaii.gov/wp-content/uploads/2011/05/Jobie_Masagatani_Mug_130307.jpg"><img class="alignleft size-thumbnail wp-image-5440" style="margin-left: 9px; margin-right: 9px;" alt="Jobie Masagatani" src="http://dhhl.hawaii.gov/wp-content/uploads/2011/05/Jobie_Masagatani_Mug_130307-105x150.jpg" width="105" height="150" /></a>While we appreciated the opportunity to respond to questions posed by the Star-Advertiser, it appears that the complexity of the Hawaiian Homes Commission Act caused some of the important information that we shared to be left out that, perhaps, would have helped to better clarify and frame the challenges facing our department and our beneficiaries. In the interest of providing that clarity, please allow us the opportunity to again share these facts:</p>
<p>A revocable permit (RP) allows use of certain DHHL lands on a month-to-month basis and can be cancelled at any time upon a 30 day notice. An RP is not a long-term revenue generating commercial lease. It is not a long-term license, nor is it a 99-year homestead lease. The RP program was intended to be principally a land management tool.</p>
<p>This is because some of the DHHL acreage that is not currently in homesteading or in general commercial leases are large undeveloped and remote properties. These lands are subject to illegal dumping, trespassing, illegal uses, or overgrowth that can lead to fire hazards if there is no presence on the land. Fencing, signage, cutting vegetation, monitoring, etc. is very expensive to maintain over thousands of acres.</p>
<p>In light of severely limited staffing and financial resources, the RP program was one option the department developed years ago to provide presence on these lands, to maintain the lands, and deter dumping and other challenges, at no cost to DHHL. The RP program does provide for some revenues from DHHL lands that are “as is” (for example, raw, undeveloped land with minimal infrastructure) instead of simply being a major land management cost item in DHHL’s budget. However, as much of the liability and responsibility shifts to the permit holder, the RP program also reduces DHHL’s risk and the risk to DHHL’s limited financial trust assets.</p>
<p>By contrast, 99-year Homestead lease awards require a reliable source of adequate funding. Without the capital improvement funding, homesteads are just not developed. Without the use of sufficient general funds for operations, DHHL must fund its operations from the revenue it generates.</p>
<p>Both of these enormous challenges, maintaining DHHL’s inventory of lands across six islands until the lands are awarded for homesteads, and generating revenue on these lands using commercial ground leases that must go through a strict and complex multi-step approval process are handled by the same small Division made up of five land agents and a Division Administrator. Are they overwhelmed? Yes. Are they understaffed? Absolutely. But this is all we can afford.</p>
<p>The last time DHHL received general funding for its administrative costs was in 2010, when it received $1 million, a small fraction of the overall costs of operations. On the development side, the Act 14 land settlement reached in 1995 has provided for a stream of payments to DHHL of $30 million over the past 18 years. But, we have used these funds to develop thousands of residential homestead over that time. These payments come to an end in 2015 leaving DHHL’s future funding uncertain.</p>
<p>The ultimate solution for DHHL and its beneficiaries would be for the State to allocate sufficient financial resources to provide every eligible native Hawaiian beneficiary with a lot equipped with adequate infrastructure including water, along with the maintenance and upkeep of the infrastructure in our existing communities. This cost, which easily runs into the billions of dollars, could be funded at one time if the State faced no other critical needs. However, since the state faces a myriad of other concerns and issues, resources for DHHL over its long history has come from the State in fits and starts.</p>
<p>However, even with all these challenges before us, all is not doom and gloom. This year, for the first time, Governor Abercrombie’s budget included a request for $14.7 million in general funding for DHHL’s administrative expenses in response to the Nelson lawsuit, and the Legislature engaged in a discussion regarding what is “sufficient” to fund the operations and administration of DHHL. The outcome? We received $9.6 million in general funding for operations for DHHL, more than has ever been provided in DHHL’s history. It’s a good beginning, but a dialogue that is far from over.</p>
<p>Going forward, it is the intention of this Administration to assess the current state of our program, identify areas of weaknesses, and implement the proper reforms. But change often requires more than just DHHL. We are extremely grateful for the unwavering support of Governor Abercrombie and the assistance of key cabinet officials who have pledged their support in helping us achieve the improvements we desire.</p>
<p>Can the RP program be improved? Yes, by establishing clear policies and procedures; adequate and timely enforcement; and prudent decision-making regarding the way DHHL lands are used as they await development for homesteads. These are the goals the DHHL’s new Administration will strive for.</p>

<p>TAMPA, FL (May 3, 2013) – DeBartolo Development, LLC announced today Ka Makana Ali‘i will be constructed in two phases, beginning with a larger 700,000-square-foot department store-anchored phase one featuring 75 shops and restaurants, a cinema, department store, hotel and supermarket on approximately 50 of the site’s 63 acres.  Phase two of the 1.4-million-square-foot mixed-use regional shopping center will include over 200,000 square feet of LEED-certified office space.</p>
<p>Located between Kapolei Parkway, Roosevelt Avenue and Kualakai Parkway (formerly known as North-South Road), Ka Makana Ali‘i will be the first regional shopping center built in Oahu in over 30 years. The $350 million project is expected to provide an economic boost for the region and become a gathering place for the West Oahu community.  Upon completion, Ka Makana Ali‘i will be the third largest regional mall in Hawaii.</p>

<p>“We are excited to be pushing ahead towards breaking ground on Ka Makana Ali‘i and bringing a great new shopping experience to the communities of West Oahu,” said Edward Kobel, President and Chief Operating Officer of DeBartolo Development.  “We have been working hard with some of the most creative minds across the country to deliver a world class shopping, dining and entertainment complex the region has been asking for.  Together with the leadership of Governor Abercrombie, the Department of Hawaiian Home Lands and the community associations that surround our project and have supported us from the beginning, we look forward to making Ka Makana Ali‘i West Oahu’s community hub.”</p>
<p>Ka Makana Ali‘i is surrounded by numerous master-planned communities, a half-mile south of the new University of Hawai‘i West Oahu campus, with its 7,600 students and 550 faculty and staff, and the new Kroc Center.  Nearby are Ko Olina Resort, the five-star J. W. Marriott, Ko Olina Beach Club and Disney’s Aulani Resort.</p>
<p>DeBartolo is leasing land from the state Department of Hawaiian Home Lands (DHHL), and under the agreed-upon terms, will pay more than $140 million in rent over 65 years.  According to DHHL officials, revenues from the master lease will finance the construction of thousands of homes for Hawaiian homesteaders adjacent to the center, along with other programs for Native Hawaiians.</p>

<p>In February, DeBartolo completed the Land Use Commission process designating Ka Makana Ali‘i a mixed-use development and is currently proceeding with obtaining entitlement permits needed to break ground.</p>

<p>KAPOLEI, HAWAI‘I – The Department of Hawaiian Home Lands (DHHL) today received critical legislative support for a new FY 2014 operating budget which includes $9.6 million of general funds for administrative and operating costs, allowing the trust fund and other revenues generated by the Department that currently fund department operational expenses to now be made available for the future development of Hawaiian Homestead projects and programs.</p>
<p>The Legislature’s important decision and action comes in light of the May 2012 Hawai‘i Supreme Court ruling in <i>Nelson v. Hawaiian Homes Commission </i>that affirmed the Intermediate Court of Appeals judgment, which opined that a determination could be made for what constituted “sufficient sums” for DHHL’s administrative and operating expenses to carry out the purposes of the Hawaiian Homes Commission Act.  The case is still ongoing and the definition of what is “sufficient sums” for DHHL’s administrative and operating expenses is still to be judicially determined.</p>
<p>The department has experienced an exponential increase in its daily workload over time, while state funds supporting these expenses have been limited or non-existent.  The department last received General Funds for operations in FY 2010. Prior to that, DHHL had received appropriations up to $1 million per year, with the highest previous amount, $3.5 million, appropriated during the administration of Gov. John Waihe‘e.</p>
<p>“Our  appreciation goes out to Gov. Neil Abercrombie for his steadfast leadership, and to the State Legislature for engaging in the discussion of what is ‘sufficient’ funding to administer and operate the Department of Hawaiian Home Lands,” said Jobie Masagatani, Chair of the Hawaiian Homes Commission and Director of the Department of Hawaiian Home Lands.  “In addition to Gov. Abercrombie, we would also like to recognize and thank Senator Brickwood Galuteria and Representative Faye Hanohano for their unwavering support of Hawaiian programs, Senator David Ige and Representative Sylvia Luke and the members of the Senate and House money committees for providing us with much needed general funds, and Senator Michele Kidani and Representatives Ty Cullen, Ken Ito, Sharon Har, and Mele Carroll for their support of our program, our beneficiaries and our mission.”</p>
<p>Concluded Masagatani, “We look forward to continuing this important conversation and dialog in working with the Legislature in the coming years toward furthering our efforts to obtain “sufficient” funds essential to revitalizing our programs, increasing development on homestead projects, and placing more native Hawaiian families onto Hawaiian home lands.”</p>
<p>The Legislature’s appropriation of $9.6 million, while more than any previous appropriation, was less than the request of $14.68 million for DHHL that Gov. Abercrombie submitted in the Executive Budget on December 17, 2012 or the nearly $26 million that the Hawaiian Homes Commission and the department had developed and proposed to “sufficiently” cover administrative and operating costs in response to the <i>Nelson v. HHC</i>.</p>
<p>The $23.9 billion biennium budget now goes to Gov. Abercrombie for final approval.</p>

<p>WAIMEA, HAWAIʻI — The Department of Hawaiian Home Lands is alerting residents, business owners and nearby property owners that after multiple test blasts conducted last week, its contractor Blasting Technology will proceed with blasting activities Monday through Friday between 2:00 p.m. and 5:00 p.m. through May 31, 2013. Blasting activities facilitates rock excavation at the construction site for Phase 2A of DHHL&#8217;s Lālāmilo Subdivision, adjacent to the Waimea Transfer Station.</p>
<p>Each blast will last a second or two. Prior to each detonation there will be a five-minute and then a one-minute warning signal. After each blast, an all-clear signal will be sounded.</p>
<p><strong>Blast Warning Signals</strong></p>
<p>Please familiarize yourself with these signals so you will know what they mean when you hear them.</p>
<ul>
<li>5-minute warning: several long duration bursts of a horn or siren</li>
<li>1-minute warning: one very long duration burst of a horn or siren</li>
<li>All clearn signal: several short duration bursts of a horn or siren</li>
</ul>
<p>Blasting results in a certain amount of noise, air movement, and tremors. The blast area will be blocked by guards and the site will be secured. Safety of the residents, surrounding property, and everyone involved on the project site is of utmost concern.</p>

<p>NĀNĀKULI, HI — Governor Neil Abercrombie and Hawaiian Homes Commission Chair Jobie Masagatani joined the Nānākuli Housing Corporation (NHC) today to break ground on the first &#8220;Kawelo Cottage&#8221; built for Dustin &amp; Sheena Barrett on their Hawaiian homestead in Nānākuli, O&#8217;ahu.</p>
<p>“We gather today to celebrate the fulfillment of the vision for native Hawaiians, as set forth by Aunty Paige Kawelo Barber,” said Gov. Neil Abercrombie, “Her vision will forever live on in this home that bears her name – the Kawelo Cottage.”</p>
<p>The Kawelo Cottage is the realized dream of NHC&#8217;s late founder, Paige Kawelo Barber, whose vision was to create affordable housing for native Hawaiians. Under her direction NHCs vision was and is that every Native Hawaiian family will have a home.</p>
<p>“Everyone here remains deeply committed to continue the work started by my mother Paige,” says Kapi&#8217;olani Barber, Executive Director at NHC. “I’m pleased to finally have this groundbreaking with our first Kawelo Cottage. These homes are uniquely designed for our community and everyone at NHC looks forward to assisting more families finance and build their new homes.”</p>
<p>The current Barrett home is nearly 50 years old and is scheduled for demolition. The aging home will be replaced by a 4-bedroom/3-bathroom Kawelo Cottage, which will be built with the help of numerous volunteers engaging in the self-help housing model.</p>

<p>“Congratulations to the Barrett &#8216;Ohana for taking on the kuleana of caring for this homestead lot that has been in your &#8216;ohana for generations,” said Jobie Masagatani, Chair of the Hawaiian Homes Commission and Director of the Department of Hawaiian Home Lands, “This project is a true testament to Prince Kūhiō’s vision of &#8216;āina ho&#8217;opulapula.”</p>
<p>“I am so fortunate that my grandmother Aileen passed her homestead lot down to me so that I will be able to raise my family here,” said Nānākuli homesteader Dustin Barrett, “This is such a blessing to have all these people to help us through this.”</p>
<p>The NHC helped the Barretts secure down-payment assistance from the Native American Housing and Self Determination Act (NAHASDA) and a mortgage from the United States Department of Agriculture (USDA).</p>
<p>The Kawelo Cottage is the result of a series of community meetings with families from NHC’s Self-Help Home Repair &amp; Financial Literacy classes to source design elements for an affordable home for and by Native Hawaiians. These families wanted their homes to be as Green as possible with open living concepts and a bathroom in the garage. NHC secured funding from the Administration for Native Americans (ANA) to create this design.</p>
<p>The Kawelo Cottage was designed by Architect Karen Wang and this first cottage will be built by Jeff Cantrell of Kai Builders. The construction plans include the demolition of the existing home, grading of the lot, and a “turn key” home with plumbing, electrical, appliances and cabinetry in the kitchen and baths.</p>

<p>Since 1989, NHC has provided training to over 2,000 native Hawaiians and their families in financial literacy and self help home repair and maintenance and distributed nearly $500,000 of reusable construction materials to our native Hawaiian families. NHC training programs assist low to moderate-income families. NHC’s vision is that every Native Hawaiian family will have a home. <p>Created by the U.S. Congress by the Hawaiian Homes Commission Act of 1920, assimilated by the State of Hawai‘i in 1959 as part of the Statehood Act, the Hawaiian Homes Commission exists to administer the Act and the 200,000 acres of land set aside for native Hawaiians. <p>O‘ahu beneficiaries joined Hawaiian Homes commissioners and DHHL staff today to kick off the first of three Open House workshops on the O‘ahu Island Plan at Waipahu High School.</p>
<p>The DHHL Planning Office is developing the O‘ahu Island Plan (OIP), and your mana‘o is crucial to the planning process. One of the first opportunities to participate is to attend any one of three Open House Workshops being held islandwide.</p>
<p>Please attend any of the O‘ahu Island Plan Open Houses at your convenience anytime between 10:30 a.m. and 3:00 p.m. There will be information displays related to the Oahu Island Plan as well as DHHL staff and consultants available throughout that time for you to ask questions and to provide comment. The Open House format is geared to provide for better one on one discussions, interaction, and time flexibility, so plan on staying anywhere from 30 minutes to two hours.</p>

Young to the position of deputy director of the Department of Hawaiian Home Lands, effective May 1, 2013. Young is currently serving as the director of communications and acting deputy director.</span></p>

<p><span style="font-family: Arial; font-size: medium;">“Darrell is a results-driven, team-oriented individual with more than 27 years of experience in government, communications and working with the community,” Gov. Abercrombie said. “He has a proven track-record in building relationships and consensus within the community, and I am confident that his contribution to the Department of Hawaiian Home Lands will be significant.”</span></p>
<p><span style="font-family: Arial; font-size: medium;">Prior to becoming acting deputy director, Young worked as chief of staff for former Honolulu City Councilman Nestor Garcia since 2003. </span></p>
<p><span style="font-family: Arial; font-size: medium;">Young also worked as a housing information officer for the Housing and Community Development Corporation of Hawaii from 2001-2003 and a management executive for the Hawaiiana Management Company, Ltd. in 2001. In addition, he was a government affairs representative for Tesoro Hawaii Corporation from 1995 to 2000 and worked for Aloha Petroleum, Ltd. from 1988 to 1995.</span></p>
<p><span style="font-family: Arial; font-size: medium;">Young is an active member of the community, serving on the Waikele Community Association board of directors since 1996 (as president since 2010) and a member of the Champions at Waikele Neighborhood Committee since 1994. He also served on the Waipahu Neighborhood Board from 1995 to 1999.</span></p>
<p><span style="font-family: Arial; font-size: medium;">He earned a bachelor’s degree in business administration from the University of Notre Dame, South Bend, Ind., and is a graduate of Kamehameha Schools.</span></p>
<p><span style="font-family: Arial; font-size: medium;">Young is a resident of Waikele and has been married for 22 years to his wife, Jamie. Together, they have two sons, Carson and Zachary.</span></p>

<p>WAIMEA, HAWAIʻI — The Department of Hawaiian Home Lands is alerting residents, business owners and nearby property owners that its contractor Blasting Technology will be conducting <strong>further</strong> blasting activities on <strong>Wed., Thur., Fri., Apr. 24, 25, and 26, 2013,</strong> to facilitate rock excavation at the construction site for Phase 2A of the Department&#8217;s Lālāmilo Subdivision, adjacent to the Waimea Transfer Station. This is a continuation of the blasting work done on Thu., Apr. 18.</p>
<p>The public is being advised that blasting will occur between <strong>3:00 p.m. and 4:00 p.m. on each day.</strong> Each blast will last a second or two. Prior to each detonation there will be a five-minute and then a one-minute warning signal. After each blast, an all-clear signal will be sounded.</p>
<p>Blasting results in a certain amount of noise, air movement, and tremors. The blast area will be blocked by guards and the site will be secured. Safety of the residents, surrounding property, and everyone involved on the project site is of utmost concern.</p>

<p>KAPOLEI, OʻAHU — The Department of Hawaiian Home Lands invites beneficiaries to take part in planning the future of Hawaiian Home Lands on Oʻahu. The Department is developing the Oʻahu Island Plan to guide DHHL management and development of trust lands on the island over the next 20 years.</p>
<p>Beginning this month, the Department will host three Open House workshops to gather beneficiary input on the issues unique to Oʻahu and its current and future homesteaders. Workshops are open to applicants on the Oʻahu applicant lists, as well as lessees who currently reside on homestead lots on Oʻahu.</p>
<p>The Open House workshops will take place on:</p>
<ul>
<li>Saturday, April 20th from 10:30 a.m. – 3:00 p.m. at Waipahu High School Cafeteria</li>
<li>Saturday, April 27th from 10:30 a.m. – 3:00 p.m. at Farrington High School Cafeteria</li>
<li>Saturday, May 4th from 10:30 a.m. – 3:00 p.m. at Kalāheo High School Cafeteria</li>
</ul>
<p>These workshops are part of an ongoing discussion about what needs to be in place on Oʻahu to help further DHHL’s mission of developing and delivering homesteads to native Hawaiian beneficiaries.</p>
<p>A survey was sent to DHHL beneficiaries on the Oʻahu residential and agricultural waitlists regarding the development of new homesteads on the island. Beneficiaries are reminded the survey deadline is Tuesday, April 30, 2013.</p>
<p>The Oʻahu Island Plan is being developed by DHHL’s Planning Office in consultation with PBR Hawaii and Associates. The Oʻahu Island Plan is the last of five island plans developed as part of DHHL’s planning system.</p>
